Establishes the "Parents Need to Know Act" requiring school principals to report threats and incidents affecting school safety to the district superintendent, Office of Safe Schools, all school personnel, and parents within 24 hours of discovery.

Creates a statewide hotline operated by the Office of Safe Schools for parents to report school safety issues and for personnel to report noncompliance with threat assessment reporting requirements.

Requires threat assessment teams to provide annual training to all school personnel on reporting requirements, with curriculum approved by the district safety specialist and Office of Safe Schools.

Establishes the Safe Schools Grant Program, funded through the Education Enhancement Trust Fund, with grant eligibility based on school compliance with threat assessment reporting requirements over a 7-year period.

Imposes escalating penalties for noncompliance including mandatory audits, loss of grant eligibility for 1-5 years, and 30 percent reduction in grant funding for school districts where 5 percent or more of schools fail to comply.
