Redefines "average graduate passage rate" to measure the percentage of a program's test takers (graduates taking the NCLEX within 1 year of graduation) who pass the exam on their first attempt during the most recent 2 consecutive calendar years.

Changes the required minimum graduate passage rate for approved nursing programs from a comparative standard to a fixed 80 percent or greater, with programs falling below this rate subject to probationary status or termination.

Moves the deadline for annual nursing program reports from November 1 to April 1 each year and requires programs to report their average graduate passage rate and the number of students provided remediation program information.

Prohibits the Board of Nursing from considering average graduate passage rates from 2020 and 2021 when taking adverse action against approved programs, with retroactive applicability to January 1, 2021.

Requires approved nursing programs to provide information about remediation programs to students who fail the NCLEX on their first attempt for at least 1 year following graduation.
