Authorizes registered nurses to delegate administration of oral, transdermal, ophthalmic, otic, rectal, inhaled, enteral, and topical prescription medications to certified nursing assistants and home health aides at nurse registries, matching existing home health agency authority.

Requires certified nursing assistants to complete a 6-hour board-approved training course and demonstrate competency before administering medications, with initial and annual validation conducted by a registered nurse or physician.

Prohibits delegation of any controlled substances listed in Schedule II, III, or IV of state and federal law.

Directs the Board of Nursing, in consultation with the Agency for Health Care Administration, to establish rules addressing trainer qualifications, medication labeling, documentation, storage and disposal, safe administration procedures, informed consent, and training curriculum for medication administration.

Effective July 1, 2021.
