Requires hunting, fishing, and trapping license vendors to display organ donation educational materials and provide applicants with a link to the statewide donor registry.

Authorizes Medicaid reimbursement for organ transplantation services, including pretransplant, transplant, and postdischarge services.

Prohibits health insurance policies from limiting or excluding coverage solely because an insured is a living organ donor.

Mandates organ transplantation facilities cannot charge donors or family members any fees for organ procurement or donation services.

Requires instruction on organ donor registration for students in grades 9-12 and directs the contractor for the donor registry to develop a curriculum for high school students.
