Creates new parking spaces designated exclusively for Purple Heart recipients, marked with purple paint or signs bearing the Purple Heart symbol and "COMBAT WOUNDED" caption.

Prohibits parking in Purple Heart spaces unless the vehicle displays a valid Purple Heart permit or license plate and is transporting the permit/plate holder; violations are noncriminal traffic infractions punishable by $100 fine plus court costs.

Allows law enforcement and parking enforcement specialists to remove vehicles illegally parked in Purple Heart spaces and charge the operator with a traffic infraction; removal and storage costs create a lien against the vehicle.

Authorizes the Department of Highway Safety and Motor Vehicles to issue free Purple Heart parking permits valid for up to 5 years to Purple Heart medal recipients, with permits displayed as placards showing the holder's driver license or identification number.

Permits persons chauffering Purple Heart recipients to temporarily stand in designated spaces for loading/unloading without a permit, and allows vehicles transporting Purple Heart recipients to park for a maximum of 30 minutes (or longer at theme parks).
