Directs the Department of Highway Safety and Motor Vehicles to develop an Ethical Ecotourism specialty license plate with "Florida" at the top and department-approved words at the bottom.

Requires annual use fees from plate sales to be distributed equally between the Florida Society for Ethical Ecotourism and Paddle Florida, Inc.

Allows each organization to use up to 10 percent of their share of proceeds for administrative costs and marketing the plate.

Requires the Florida Society for Ethical Ecotourism to use remaining proceeds for environmental education and awareness promoting sustainable practices in Florida's ecosystems.

Requires Paddle Florida, Inc. to use remaining proceeds to raise awareness about water conservation, wildlife preservation, spring restoration, and waterway protection in Florida.
