Creates exemption from public records requirements for secure login credentials held by the Department of Highway Safety and Motor Vehicles, including usernames, passwords, security questions, biometric information, and email addresses used for authentication.

Exempts Internet protocol addresses, geolocation data, and access timestamps for the Department's public-facing portals related to driver licenses, vehicle registration, and insurance from public disclosure.

Applies the exemptions retroactively to credentials and data held before, on, or after the effective date of the law.

Exemption subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2026, unless reenacted by the Legislature.

Contingent effective date tied to passage of SB 1324 or similar legislation in the same legislative session.
