Requires the Department of Environmental Protection to review and update its 2010 Retail Bags Report analyzing the need for new regulation of auxiliary containers, wrappings, and disposable plastic bags.

Department must submit the updated report with conclusions and recommendations to the Legislature by December 31, 2021.

Prohibits local governments, local governmental agencies, and state government agencies from enacting rules, regulations, or ordinances regarding use, disposition, sale, prohibition, restriction, or tax of these materials until the Legislature adopts the department's recommendations or July 1, 2022, whichever occurs first.

Takes effect July 1, 2021.
