Requires tolling authorities to obtain two-thirds approval from the board of county commissioners before increasing current tolls or developing new toll collection facilities in counties with populations exceeding 1 million.

Applies only to toll increases and newly collected tolls that have not been pledged to projects approved as of July 1, 2022.

Exempts projects already approved as of July 1, 2022, and to which funding has been allocated from the county commissioner approval requirement.

Defines "tolling authority" to include the Department of Transportation, Florida Turnpike Enterprise, transportation or expressway authorities, counties, and other entities with jurisdiction over public highways.

Takes effect July 1, 2022.
