University of South Florida St. Petersburg must establish a separate admissions office from the main university to review all student applications for admission to the St. Petersburg campus and colleges located in Pinellas County.

Increase the University of South Florida St. Petersburg campus board from 7 to 9 residents of Pinellas County serving 4-year staggered terms.

Increase the University of South Florida Sarasota/Manatee campus board from 7 to 9 members (5 from Manatee County and 4 from Sarasota County, up from 4 and 3 respectively).

Campus boards must provide input and final approval on annual recruitment, enrollment, and academic plans affecting their respective branch campuses.

Campus boards must recommend regional chancellor finalists to the President of the University of South Florida.
