Limits State Transportation Trust Fund revenues committed to public transportation projects to a range of 15-25 percent annually, down from a minimum of 15 percent without an upper cap.

Changes plant material purchasing requirements for construction and widening projects from a minimum of 1.5 percent allocation to "a portion" of contracted amounts, removing the requirement that 50 percent be allocated for large plant materials.

Requires all purchased plant materials to be grown in Florida and sourced from Florida commercial nursery stock on a competitive bid basis.

Authorizes the Department of Transportation to enter into contracts up to $250,000 without competitive bidding for construction and maintenance work when necessary for rapid completion, and up to $1 million for roadway repairs related to fatalities.

Allows the Department of Transportation to combine design and construction phases for roadway work addressing fatality-related conditions.
