Authorizes veterinarians to practice veterinary telemedicine using telephone or audio-visual technology and establishes the veterinarian/client/patient relationship without requiring an in-person physical examination.

Restricts veterinarians who establish relationships through telemedicine without a physical exam to only providing triage in emergency cases and prescriptions for nutrition, training, dermatological conditions, and anxiety, while prohibiting controlled substance prescriptions without prior physical examination.

Prohibits extralabel drug prescriptions and veterinary feed directive drugs through telemedicine without a physical examination and compliance with federal law.

Allows employees, agents, or contractors of animal control authorities to administer rabies vaccinations to impounded animals under indirect supervision of a veterinarian, with the supervising veterinarian assuming full responsibility for the care provided.

Permits supervising veterinarians to affix their signature stamp on rabies vaccination certificates when overseeing non-veterinarian staff administering the vaccines, and revises the standard of care requirements to accommodate telemedicine practices.
