Creates the Small Business Website Development Grant Program within the Department of Economic Opportunity to support small businesses without websites in developing web presence.

Defines "small business" as a business with 25 or fewer full-time equivalent employees.

Authorizes small businesses without websites to apply for one-time grants of $2,500 or less, subject to legislative appropriation.

Grant funds may be used for website development costs, maintenance fees, development education, and other related expenses.

Department must adopt rules to administer the program, effective July 1, 2021.
