Creates the "Combating Corporate Espionage in Florida Act" establishing two new trade secret offenses: theft of a trade secret (third-degree felony) and trafficking in trade secrets (second-degree felony).

Expands the definition of trade secret to include information whether tangible or intangible and regardless of storage format (physical, electronic, graphical, photographic, or written).

Increases criminal penalties to second-degree felony for theft of trade secrets and first-degree felony for trafficking in trade secrets when committed with intent to benefit a foreign government, foreign agent, or foreign instrumentality.

Requires courts to order restitution including the value of benefits derived from the offense and costs avoided in reproducing the trade secret.

Provides civil remedies allowing trade secret owners to seek injunctions against improper use and establishes immunity from criminal and civil liability for confidential disclosures to law enforcement or sealed court filings.
