Expands the definition of "action of a governmental entity" in property rights law to include adopting or enforcing ordinances, resolutions, regulations, rules, or policies, in addition to actions on applications or permits.

Revises the definition of "real property" to explicitly include legal interests in land such as surface, subsurface, and mineral estates, and clarifies that the term applies only to land directly impacted by governmental action.

Aligns the definition of "land" or "real property" in section 70.51 (land use and environmental dispute resolution) with the revised definition in section 70.001 to ensure consistency across related statutes.

Updates section 70.45 (governmental exactions) to incorporate the amended definition of "real property" by reference.

Takes effect July 1, 2021.
