Counties and local enforcement agencies must allow electronic submission of inspection requests via email, website forms, or mobile applications, while permitting non-electronic in-person submissions at the building official's discretion.

State and local enforcement agencies may perform virtual inspections using visual or electronic aids, except for structural inspections on threshold buildings.

Local enforcement agencies must refund 10 percent of permit and inspection fees if work fails inspection and the inspector fails to provide written reasons for the failure within 5 business days.

Surcharges under sections 468.631 and 553.721 must be recalculated based on refunded amounts if permit and inspection fees are refunded.
