Creates criminal penalties including felony of the third degree for unlicensed funeral directing, embalming, direct disposition, and preneed sales agent activities, with permanent disqualification for first-degree felonies, capital felonies, money laundering, and embezzlement.

Prohibits retaliation against sexual harassment victims by individuals working for entities covered by the State Risk Management Trust Fund, establishing a misdemeanor of the first degree for willful dissemination of victims' confidential personal identifying information.

Modifies funeral board membership requirements, allows remote participation via communications media technology, eliminates staggered term requirements, and revises continuing education requirements for insurance licensees from 5 hours to 4 hours for update courses.
