Requires traffic control signals at crosswalks to be coordinated with adjacent intersection signals, with existing crosswalks brought into compliance by October 1, 2024, or removed by the jurisdiction.

Directs the Department of Transportation to request federal authorization by October 1, 2022, to replace yellow rectangular rapid flashing beacons with red ones, requiring replacement within 12 months of approval or removal by October 1, 2025, if denied.
