Establishes a COVID-19 Relief Cash Flow Loan Program for the 2021-2022 fiscal year to help small businesses impacted by the pandemic make timely payments to contractors, suppliers, employees, landlords, and creditors.

Loan amounts capped at the actual amount needed by the business to meet payments due within 30 days of application.

Eligible businesses must demonstrate COVID-19 pandemic impact, have payment obligations, prove insufficient cash flow, and agree to repay the full loan amount with penalties for late repayment.

Department of Economic Opportunity administers the program, distributes funds based on business certification of needed payments, and deposits all repaid funds into the Budget Stabilization Fund within 30 days of receipt.

Takes effect upon becoming law.
