Removes the requirement for full payment of fines and fees as a condition for restoring voting rights to individuals who have completed their felony sentences.

Redefines "completion of all terms of sentence" to include only restitution to victims, eliminating fines and fees from mandatory completion requirements.

Clarifies that financial obligations are limited to amounts specifically ordered by the court at sentencing and do not include costs accruing after the sentencing order.

Allows courts to modify financial obligations from original sentences when considering pleas for voting rights restoration relief.

Takes effect July 1, 2021.
