Requires district school boards to provide instruction to students with limited English proficiency in core content knowledge and skills necessary for grade progression and high school graduation.

Allows students with limited English proficiency to have standardized assessment results waived if an ELL Committee determines the assessments cannot accurately measure their abilities despite allowable accommodations.

Requires the State Board of Education to adopt rules for assessment accommodations for students with limited English proficiency, consistent with existing rules for students with disabilities.

Mandates that districts inform parents in writing if classroom instructional accommodations are not allowed on standardized assessments and obtain signed parental consent acknowledging the implications.

Takes effect July 1, 2021.
