Requires the Department of Management Services to develop procedures mandating current and prospective contractors disclose whether they are owned or controlled by a foreign government before providing commodities or contractual services to the state.

Disclosure must be provided in writing under penalty of perjury, using the declaration process specified in Florida Statute 92.525(2).

Applies to all contracts executed, extended, renewed, or amended on or after July 1, 2021.

Defines "foreign government" according to Florida Statute 876.22.
