Replaces the Florida Academic Library Services Cooperative with the Florida Postsecondary Academic Library Network, overseen jointly by the Board of Governors and Department of Education.

Establishes a statewide Internet-based catalog of distance learning courses and degree programs offered by Florida College System and State University System institutions with search and analytics capabilities.

Creates statewide online student advising services including a streamlined transient student admissions process, computer-assisted advising system with degree audit and articulation components, and access to common prerequisite information.

Requires the host entity to submit annual reports beginning December 31, 2021, on implementation, usage, costs, and library services performance; chancellors must report recommendations to state leadership.

Repeals the Complete Florida Plus Program and related degree completion initiative, removing references to the program from veterans employment services and student advising requirements.
