Requires United States Government course to include comparative discussion of political ideologies such as communism and totalitarianism that conflict with principles of freedom and democracy essential to United States founding principles.

Directs the Department of Education to develop or approve an integrated civic education curriculum for kindergarten through grade 12 that helps students understand shared rights, responsibilities, and founding principles of the United States.

Requires the civic education curriculum to help students develop civic pride, understand processes for advocating before government bodies, and understand civic-minded expectations for upright and desirable citizenship.

Requires the Department of Education to curate oral history resources featuring diverse individuals demonstrating civic-minded qualities, including accounts from victims of other nations' governing philosophies who can compare those systems to the United States.

Requires the Department of Education to approve integrated civic education curricula submitted by school districts and charter schools that meet the curriculum requirements.

Takes effect July 1, 2021.
