Expands public records exemption to include examination and assessment instruments used for kindergarten screening, juvenile justice programs, limited English proficient students, civic literacy assessments, minority student achievement measurement, and educator certification.

Extends confidentiality protections to assessment instruments administered by Florida College System institutions, state universities, and the Department of Education, in addition to those used for statewide standardized assessments.

Establishes that access, maintenance, and destruction of instruments and materials shall be governed by State Board of Education rules and Board of Governors regulations for higher education institutions respectively.

Subjects the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2026, unless reenacted by the Legislature.

Establishes legislative findings that assessment instrument confidentiality is necessary to prevent cheating, maintain test security, protect proprietary information, and prevent harm to student privacy.
