Removes specific application deadlines (May 1 and August 1) for charter school applications, allowing sponsors to receive applications during the calendar year with timing determined by the applicant rather than mutually agreed upon.

Permits unrestricted assets from charter schools operated by not-for-profit or municipal entities to be used across other charter schools statewide, rather than limiting use to schools within the same school district.

Allows high-performing charter schools to submit up to two applications for charter schools statewide to open at times determined by the applicant, removing the requirement that previous schools achieve high-performing status before new applications may be submitted.

Authorizes virtual charter schools to provide part-time virtual instruction (in addition to full-time) and to contract with any public or charter school for courses they cannot provide, rather than only entering agreements with school districts.

Effective date: July 1, 2021.
