Establishes a traffic citation process where vehicle owners receive initial notice of violation, can request hearings within 30 days, and may submit affidavits claiming another person had control of the vehicle; vehicle owners are responsible for payment unless exempted.

Distributes penalty revenues as follows: 45% to state General Revenue Fund, 45% retained by county or municipality for system administration and public safety, 3% to Criminal Justice Standards and Training Fund, 4% to school districts for security and teacher salaries, and 3% to Coach Aaron Feis Guardian Program.

Requires speed detection systems to perform self-tests every 30 days and annual independent calibration tests, with logs and results admissible as evidence; photographic images and speed measurements create a rebuttable presumption of violation.
