Suspends statutory requirements for physical presence at governing body meetings during declared states of emergency for up to 6 months from declaration date, or longer if extended by the Governor.

Authorizes local and regional governing bodies to conduct meetings using communications media technology, including telephonic and video conferencing, when a county is under a declared state of emergency.

Remote participation by a governing body member through communications media technology counts as physical presence and satisfies quorum requirements during the declared emergency.

Requires meetings conducted through communications media technology to function as if conducted in person, with members able to attend either in person or remotely.

Effective date: July 1, 2021.
