Establishes the Early Learning Scholarship program administered by the Office of Early Learning to increase access to high-quality early childhood programs for eligible students.

Defines eligibility for scholarships to include students who are residents of Florida, not receiving other scholarships, and meet at least one criterion: on the direct certification list, experiencing homelessness, have a parent under 21 pursuing a diploma, or have household income not exceeding 300 percent of the federal poverty level.

Requires early learning coalitions to award scholarships using a priority order, with foster care students and infants/toddlers with service plans receiving highest priority, and income-based prioritization capping at 185 percent federal poverty level unless general revenue is available.

Limits scholarship awards to tuition and fees at approved Voluntary Prekindergarten Education Program or school readiness providers that meet minimum kindergarten readiness rates or acceptable program assessment performance.

Requires the Office of Early Learning to contract for an independent program evaluation by January 15, 2024, including recommendations on scholarship amounts, administrative efficiency, and kindergarten readiness impact, and exempts the state from liability for fund use.
