Defines "upland structure" as any dwelling and its appurtenances, "vulnerable" as observed wave runup within 100 feet of an upland structure, and "wave runup" as the maximum vertical extent of wave uprush above still water level.

Changes Department of Environmental Protection authority from "may issue" to "must issue" permits for present installations of rigid coastal armoring structures protecting private structures or public infrastructure vulnerable to coastal storms or rising sea levels.

Permits installation of coastal armoring structures between 250 feet or less in length that adjoin existing rigid coastal armoring structures on both ends and follow a continuous uniform construction line.

Limits department authority to order removal of permitted public structures to only those determined unnecessary or interfering with beach restoration projects.
