Removes the term "voluntary" from recovery residence certification requirements, making certification mandatory rather than optional.

Requires recovery residences operating before October 1, 2021 to obtain certification by April 1, 2022, and those established on or after October 1, 2021 to obtain certification before commencing operation.

Creates a first-degree misdemeanor penalty for operating a recovery residence without a current and unsuspended certificate of compliance.

Requires recovery residence administrators employed before October 1, 2021 to obtain certification by April 1, 2022, and those hired on or after October 1, 2021 to obtain certification before beginning employment.

Removes obsolete December 1, 2015 deadline for department approval of credentialing entities.
