Establishes mandatory periodic inspections of onsite sewage treatment and disposal systems (excluding those with operating permits) at least once every 5 years, effective July 1, 2024, with a 10-year county-by-county phased implementation prioritizing springshed protection areas.

Requires the Department of Environmental Protection to administer the inspection program and adopt rules covering 5-year inspection cycles, minimum standards for functioning systems, repair requirements, and enforcement procedures for non-compliance.

Mandates that new or revised basin management action plans identify and prioritize spatially focused suites of projects designed to achieve maximum pollutant reductions in areas likely to benefit most.

Requires the department to assess projects costing over $1 million through integrated and comprehensive monitoring to evaluate whether they reduce nutrient pollution or water use as intended, with results included in plan updates.

Implements recommendations from Governor DeSantis' 2019 Blue-Green Algae Task Force to improve water quality through enhanced regulation of onsite sewage systems and strategic project prioritization in basin management planning.
