Requires the Department of Children and Families to develop a program to facilitate enrollment of young adults in Medicaid under section 409.903(4), with authority to coordinate with community-based care lead agencies.

Mandates the enrollment program provide outreach services including notifying eligible young adults and caregivers about eligibility, providing technical assistance with enrollment, and publicizing Medicaid options for former foster youth.

Extends Medicaid coverage eligibility to young adults who were Title IV-E eligible for foster care, were in out-of-home care in Florida on their 18th birthday, and are under 26 years of age, without regard to income or resource tests.

Changes eligibility criteria from requiring participation in the Road-to-Independence Program to requiring only that the young adult was in out-of-home care on their 18th birthday.

Effective date: July 1, 2021.
