Requires supervisors of elections to enclose a postage-paid mailing envelope with each vote-by-mail ballot, eliminating the requirement for voters to provide their own postage.

Updates instructions to vote-by-mail voters by removing the directive to "be sure there is sufficient postage if mailed" in both standard and first-time voter ballot instructions.

Applies the postage-paid requirement to special vote-by-mail ballots provided to certain first-time voters, which include three envelopes (secrecy envelope, voter's certificate envelope, and postage-paid mailing envelope).

Takes effect October 1, 2021.
