• Requires child support depositories to automatically set up payment accounts in the Clerk of the Court Child Support Enforcement Collection System upon notice from the Department of Revenue in Title IV-D cases, without requiring proof of delinquency.

• Mandates that parents of children with identified special needs or emotional concerns complete a Parent Education and Family Stabilization Course tailored to those specific needs, and allows courts to require additional educational courses.

• Prohibits incarceration from being treated as voluntary unemployment when establishing or modifying child support orders, except for incarceration related to willful nonpayment of child support or offenses against the child.

• Includes Social Security benefits received by minor children due to parent's retirement or disability in the parent's gross income, and allows credits against support obligations when such benefits are paid directly to the child or caregiver.

• Expands the State Directory of New Hires to require reporting of individuals paid $600 or more annually for services by "service recipients" (persons engaged in trade or business), using similar reporting procedures as traditional employers.
