Requires operators of motorboats less than 26 feet in length to use an engine cutoff switch while the vessel is making way on Florida waters, with exceptions for trolling motors and vessels with enclosed cabin helms.

Defines "engine cutoff switch" as an emergency switch designed to shut off the engine if the operator falls overboard, triggered either by physical attachment (lanyard) or wireless electronic means.

Establishes tiered penalties for violations: noncriminal infraction if no accident occurs; second-degree misdemeanor for property damage or injury less severe than serious bodily injury; first-degree misdemeanor for serious bodily injury; vessel homicide for deaths.

Cites the bill as "Ethan's Law" and becomes effective July 1, 2021.
