• Revises targeted outreach program for pregnant women with HIV, substance abuse, or mental health issues to include testing for sexually transmissible diseases, antiretroviral medication information, mental health service linkage, and continued oversight of newborns exposed to HIV.

• Establishes emergency medical services protocols requiring development of heart attack triage assessment tools, creation of lists of cardiovascular service providers, and mandatory telecommunicator cardiopulmonary resuscitation training every 2 years for 911 dispatchers handling medical calls.

• Expands telehealth prescribing authority to allow prescription of Schedule III, IV, and V controlled substances and Schedule II substances under specified conditions for psychiatric disorders, inpatient hospital treatment, hospice, and nursing facilities.

• Modifies licensing and disciplinary requirements across multiple healthcare professions including nurses, pharmacists, dentists, psychologists, midwives, chiropractors, and clinical laboratory personnel, with various educational and certification updates.

• Prohibits renewal of medical marijuana treatment center licenses if the center has not begun cultivating, processing, and dispensing marijuana by the required renewal date.
