Defines "quasi-public entity" as a non-governmental entity with statewide application established by law for public purposes and requires the Governor to assign each such entity to an affiliated state department by December 31, 2021, with affiliated departments serving in an advisory capacity and conducting annual reviews.

Requires quasi-public entities to submit annual reports by September 15 to the Governor, Legislature, and affiliated department containing information about the entity's mission, statutory authority, 3-year plans, code of ethics, corporate governance, and any affiliated entities.

Mandates that quasi-public entities maintain publicly accessible websites displaying annual reports, operating budgets, employee salaries, audit links, meeting notices, and governing body minutes posted within 7 days of approval.

Prohibits quasi-public entities from using public funds to hire lobbyists but allows full-time employees to register as lobbyists; requires video recording of all governing body meetings; and prevents executive directors from involvement in selecting or retaining governing body members.

Directs the Auditor General to compile a list of quasi-public entities by October 1, 2021, and establishes a process for the Legislative Auditing Committee to randomly select 5 entities annually for operational audits, with exemptions for entities audited within the preceding 4 years.
