Replaces the fixed 85 percent minimum sentence requirement with a variable percentage that depends on the offense type: 65 percent for nonviolent felonies and 85 percent for other offenses.

Increases educational gain-time awards from a one-time 60-day award to up to three awards of 180 days each (maximum 180 days total) for completing high school equivalency, vocational certificates, or other education and career programs.

Creates new gain-time awards of up to three 180-day increments for inmates serving sentences for nonviolent felonies who use their time constructively, with eligibility reviews at 25, 50, and 75 percent of sentence completion.

Applies these new incentive provisions to inmates serving sentences for nonviolent felonies as defined in section 948.20, allowing for earlier release dates based on educational and constructive participation achievements.

Takes effect July 1, 2021.
