Proposes constitutional amendment to Article III, Section 4 of the Florida Constitution to authorize remote legislative proceedings during declared states of emergency.

Allows each house of the Legislature to establish procedural rules permitting committee meetings, subcommittee meetings, and legislative sessions to be conducted remotely when a state of emergency threatens the life, health, or safety of members or the public.

Permits establishing a quorum without the physical presence of members during remote proceedings in declared emergencies.

Requires remote proceedings to remain open and noticed to the public to the greatest extent possible, except where closed sessions are authorized by constitutional provision or house rule.

Requires approval by Florida voters at the next general election or an earlier special election authorized by law before taking effect.
