Establishes November 7 as "Victims of Communism Day," a legal holiday in Florida.

Requires the Legislature to observe a moment of silence in honor of victims of communism on the final day of each regular legislative session.

Mandates high school students in U.S. Government courses receive at least 45 minutes of instruction on "Victims of Communism Day," beginning in the 2022-2023 school year, covering topics including communist regimes in China, the Soviet Union, Cuba, Russia, Vietnam, and Venezuela.

Specifies instruction must address how victims suffered under these regimes through suppression of speech, poverty, starvation, migration, and systemic violence against civilians.

Takes effect July 1, 2021.
