Expands the teacher salary increase allocation to include all instructional personnel (classroom teachers, student personnel services, librarians/media specialists, and other instructional staff) rather than classroom teachers only, with a minimum base salary of $47,500.

Adds certified prekindergarten teachers to the definition of instructional personnel eligible for salary increases under the Florida Education Finance Program.

Eliminates mandatory performance-based salary schedules and "grandfathered" salary schedules, allowing district school boards to optionally provide salary adjustments based on performance instead of requiring them.

Removes Commissioner authority to withhold Educational Enhancement Trust Fund disbursements to districts that fail to adopt performance-based salary schedules.

Changes references from "performance pay" to "differentiated pay" in provisions regarding school principal eligibility for compensation adjustments.
