Establishes "neighborhood pod learning programs" as voluntary associations of parents from at least two unrelated families providing sequential instruction to their children, treated as home education programs under Florida law.

Requires parents establishing a pod to notify their district school superintendent in writing within 30 days, including children's names, addresses, and birthdates; superintendents must accept and register notices without requiring additional information unless the student participates in district programs or services.

Prohibits parents operating pods from needing Florida teaching certificates and prevents districts from assigning grade levels or storing personal student information in databases without student participation in district programs or services.

Makes pod operations a permitted residential use in all zoning areas without special permits, provides exemptions from Florida Fire Prevention Code violations, and clarifies pods are not child care facilities; prohibits discrimination against parents or students for pod participation.

Requires agencies seeking to enforce regulations against pods to demonstrate by clear and convincing evidence that enforcement does not impede parental education rights, single out program activities, or conflict with state requirements; effective July 1, 2021.
