Defines "low-speed autonomous delivery vehicle" as a fully autonomous vehicle meeting the federal low-speed vehicle definition in 49 C.F.R. § 571.3.

Authorizes low-speed autonomous delivery vehicles to operate on streets with posted speed limits of 35 mph or less, and on streets with speed limits up to 45 mph under specific conditions including traveling no more than 1 continuous mile and staying in the right lane.

Requires low-speed autonomous delivery vehicles to be equipped with headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, and vehicle identification numbers, and to carry automobile insurance meeting specified coverage requirements.

Exempts fully autonomous vehicles designed to operate exclusively by automated driving systems from motor vehicle equipment laws or regulations that relate to human driver operation but are not relevant to automated driving systems.

Revises the definition of "autocycle" to specify brakes must meet Federal Motor Vehicle Safety Standard No. 122 and references are updated from subsection (105) to (106) due to the addition of the new autonomous vehicle definition.
