Creates new definitions for "repromulgation" (re-notice and adoption of existing rules following agency review) and "technical change" (corrections of grammatical or typographical errors not affecting substance).

Establishes a repromulgation process requiring agencies to review and re-adopt existing rules within 5 years, with streamlined procedures that do not require public hearings or challenge procedures.

Modifies rulemaking notice requirements to include rule numbers, material incorporated by reference, and timeframes for notice publication (at least 7 days after rule development notice and 28 days before adoption).

Requires agencies to file copies of regulatory alternatives and lower cost regulatory alternatives with the Administrative Procedures Committee before rule adoption.

Authorizes emergency rules to be superseded by other emergency rules, permits technical changes to emergency rules within 7 days of adoption, and requires emergency rules to be published in the Florida Administrative Code.
