Creates a public records exemption for shellfish receiving and production records generated by shellfish processing facilities licensed under section 597.020.

Exempts audit records and supporting documentation required for submerged land leases issued under chapter 253 or former chapter 370 from public disclosure.

Protects aquaculture production records and receipts generated by aquaculture facilities certified under section 597.004 from public records requests.

Allows disclosure of exempted records to other governmental entities performing their duties and responsibilities, and permits disclosure under section 474.2165.

Exemption applies retroactively to aquaculture records held before, on, or after July 1, 2021, and is subject to repeal on October 2, 2026 under the Open Government Sunset Review Act unless reenacted by the Legislature.
