Revises the definition of "family income" to use modified adjusted gross income methodologies consistent with federal requirements under 42 C.F.R. s. 435.603(e), replacing the previous definition based on periodic cash received.

Removes the requirement that the Agency for Health Care Administration establish 30-day penalties or waiting periods for reinstatement of coverage upon voluntary cancellation for nonpayment of premiums.

Eliminates three ineligibility provisions: children with prior employer-sponsored coverage in the last 60 days, children with voluntarily canceled coverage in the last 60 days (except for good cause), and the age limitation (not attained age 5) for continuous Medicaid coverage eligibility.

Requires applicants to provide documentation of family income and employer health insurance coverage status if eligibility cannot be verified through reliable data sources.

Updates legislative intent to specify that the Florida Healthy Kids Corporation serve school-age children with family income equal to or below 200 percent of the federal poverty level who do not qualify for Medicaid.
