Authorizes district school boards to conduct daily business in person, through telecommunications networks such as video conferencing, or a combination thereof.

Removes requirement that virtual instruction providers must conduct monthly contact with parents and students via phone, allowing other communication methods.

Exempts academically high-performing school districts from the requirement to operate all schools for 180 actual teaching days, permitting up to 2 days of virtual instruction per school year instead.

Revises contract termination for virtual instruction providers to require two consecutive "D" or "F" grades or two consecutive "Unsatisfactory" improvement ratings before termination, with appeals exhaustion required.

Modifies full-time equivalent student funding calculations for virtual instruction programs to count students as 80 percent FTE if they fail to complete required credits or assessments during second and third membership surveys.
