Renames the Tampa-Hillsborough County Expressway Authority to the "West Florida Expressway Authority" effective July 1, 2021, with all assets, property, contracts, and obligations transferring to the new entity.

Expands the authority's potential jurisdiction beyond Hillsborough County to include up to five additional counties (Citrus, Hernando, Manatee, Pasco, Pinellas, and Polk) upon occurrence of an "expansion event" when the authority constructs or acquires a transportation facility in those counties.

Increases the governing board from 7 to up to 13 members, adding one ex officio county commissioner representative for each expansion county that joins the authority.

Restricts toll revenues from rate increases in expansion counties from being used to construct or expand different portions of the system without a two-thirds board vote, except where such restriction would violate existing bond covenants or the October 2012 memorandum of agreement with the Department of Transportation.

Authorizes the authority to construct and acquire additional transportation facilities beyond the original expressway system and allows meetings to be conducted using communications media technology such as conference telephone or video conference.
