Defines "disability" as any genetically inherited disease, defect, or disorder including physical disabilities, mental or intellectual disabilities, Down syndrome, scoliosis, dwarfism, and albinism, but excludes lethal fetal anomalies.

Defines "disability abortion" as an abortion performed when the physician knows or should know the pregnant woman is seeking termination solely based on a prenatal diagnosis or test indicating a disability or potential disability in the fetus.

Prohibits physicians from performing, inducing, or attempting to perform or induce a disability abortion.

Provides immunity from prosecution to women upon whom a disability abortion is performed, and creates an exception when abortion is necessary to save the life of a mother endangered by physical disorder, illness, or injury.

Establishes penalties including felony charges of the third degree for willful violations and felony charges of the second degree if the violation results in the woman's death.
